OUR STORY
The LIGTAS Crisis Recovery and Economic Development Observatory (CREDO), or simply known as the Ligtas Observatory is a private, non-stock, non-profit social science observatory focused on the fields of disaster and crisis recovery and economic development.
The Observatory's history is jointly associated with the occurences of two calamities that struck Cebu in 2025. The 6.9 magnitude earthquake of Northern Cebu and Typhoon Tino left devastation for Cebuanos just a month apart. With hundreds of lives lost, thousands displaced, and response mechanisms overwhelmed, private individuals mobilized in groups. The founders of this observatory joined in by organizing relief missions, performing assessments, and providing recommendations. The founders observed the importance of quality data collection, dissemination to proper authorities, and translating intelligence into actionable policies, programs, and operations. The need for such information mechanisms gave birth to the idea of an optimizing agent to effective disaster response and economic recovery: The Ligtas Observatory.
The Observatory's ethos of service is inspired by the background of its founders: two Eagle Scouts, three students of economics. They gathered themselves around one mission:
